The Port Authority of Papeete carries out its missions within a structured regulatory framework designed to guarantee the safety of people and property, the control of port activities, and the proper functioning of facilities. This framework applies to all users, economic operators, institutional partners, and stakeholders present on the port premises.

Port regulations govern, in particular, the conditions of access to the port, the movement of people and vehicles, maritime and land operations, as well as the occupation and use of infrastructure. They contribute to ensuring the efficient organization of activities, in compliance with public service obligations, environmental requirements, and national and international standards applicable to the maritime sector.

The Port Authority of Papeete oversees the implementation and updating of these provisions, in coordination with the relevant authorities and government services. Port Codes

The French Polynesian Maritime Ports Code constitutes the general legal framework applicable to the organization, operation, and policing of the territory's ports. It establishes the reference rules relating to port operations, traffic, berthing, operational safety, and the responsibilities of the various stakeholders.

Having come into force in 2001 to replace an older text, it constitutes an indispensable reference document for professionals in the port sector.
For the Autonomous Port of Papeete, it thus forms the regulatory basis on which operational procedures, specific rules and conditions of use applicable to users and operators are based.

ISPS Code

The ISPS Code, for International Ship and Port Security Code, constitutes the international reference framework for port and maritime security.
It outlines measures designed to prevent malicious acts targeting ships and sensitive port facilities.

At the Port of Papeete, this system encompasses several strategic facilities and involves the implementation of security plans, access controls, surveillance systems, and specific procedures. The Port Authority of Papeete publishes, in particular, specific police regulations for its international trade terminal. These texts define, in operational terms, the obligations of users, the conditions of access, and the requirements necessary for the safety of people, property, and facilities, within a framework adapted to the specific characteristics of each zone concerned.

Safety instructions

Maritime safety guidelines include rules designed to regulate behavior and prevent risks in maritime areas within the port environment.

Board of Directors' Deliberations

The deliberations of the board of directors reflect the structuring decisions taken for the organization, management and development of the Autonomous Port of Papeete.
This decision-making body sets, in particular, the internal regulations, the annual projected balance sheet, as well as the main financial and commercial guidelines of the establishment.

Its deliberations may also cover fees, port services, land transactions, borrowing conditions or other measures governing port activity.
