Governance model

The Port Authority of Papeete is based on a clear and hierarchical structure, designed to ensure strategic management, regulatory compliance, and overall coherence of port operations. This organization guarantees the continuity of public service, transparency of responsibilities, and decision-making capacity in a demanding operational environment.

Operationally, the Port relies on functions dedicated to the harbour master's office and the management of ship movements, as well as the coordination of port operations, in the service of navigational safety, port order and access control.
This organization allows for continuous monitoring of sensitive areas and operations, in accordance with the security requirements applicable to port areas.

The operation and development of the port area also rely on structured functions covering in particular the management of the area, commercial relations and the organization of the infrastructure necessary for maritime and logistical activities.
In addition to these missions, there are technical functions dedicated to the upkeep, maintenance and modernization of equipment, in order to guarantee the reliability of the facilities and the progressive adaptation of the port to the needs of the territory.

Finally, the institution relies on support functions essential to performance and compliance, such as administrative management, information systems, markets and procedures, contributing to the security of internal processes and the quality of relationships with partners and users.

Board of Directors

The Board of Directors is the decision-making body of the Autonomous Port of Papeete. It is involved in the major orientations of the establishment, both in financial matters and in commercial, land and strategic aspects.
In this capacity, it establishes, in particular, the internal regulations, the annual provisional balance sheet of expenditures and revenues, as well as the conditions applicable to loans, land transactions, fees and port services.
He also participates in defining the investment, maintenance and operation policy for infrastructure. Through his decision-making and arbitration role, he helps to ensure the consistency of port management and the autonomy of the institution.

Port Council

The Port Council has an advisory role within the Autonomous Port of Papeete. Created during the statutory reform of 1997, it brings together representatives of the country's institutions and several professional sectors linked to maritime and port activity.
Its mission is to provide opinions on port infrastructure and public works projects, offering a complementary perspective on the technical, economic, and operational challenges. Its diverse composition promotes the consideration of varied viewpoints in the port's development.
This body thus contributes to enriching the reflection prior to structuring decisions, in a logic of consultation and openness.
